Understanding the law and objectives of WEEE, Battery and Packaging Compliance Legislation can often be complex and time consuming.

We recognise this at DHL Envirosolutions and have clearly outlined how WEEE, Battery and Packaging Compliance legislation affects producers, including the main obligations and responsibilities.
The LawThe Producer Responsibility Obligations (Packaging Waste) Regulations 2007 (as amended), known as the "Packaging Waste Regulations" or the "Packaging Regulations" .
What are the Objectives?
  • To encourage the minimisation of packaging use
  • Incentivise the re-use of packaging
  • Increase the recovery & recycling of packaging waste.
Who is Affected? "Producers", defined as companies & groups that:
  • Have an annual turnover of £2M or more; and
  • Own & handle 50 tonne or more per year of packaging; and
  • Carry out one or more prescribed activity as defined within the Regulations.
What are the Main Obligations of those affected?
  • Register with the appropriate environmental agency (e.g. by joining DHL’s packaging compliance scheme)
  • Report data on the quantity & composition of packaging they handle, as well as the activities they perform on it
  • Finance the recovery & recycling of packaging waste through the purchase of certificates called PRNs (Packaging Waste Recovery Notes) or PERNs (Packaging Waste Export Recovery Notes).
Additional ResponsibilitiesThose whose main activity is as a seller of packaged goods to end-users must also comply with the Consumer Information Obligations (CIO) of the Packaging Waste Regulations.
The LawThe Waste Electrical & Electronic Equipment Regulations 2006 (as amended), known as the "WEEE Regulations".

What are the Objectives?To minimise the impact of electrical & electronic goods on the environment by reducing waste & increasing equipment re-use & recycling.
Who is Affected?“Producers”, defined as those who:
  • Manufacture & sell (EEE) under their own brand; or
  • Re-sell EEE produced by others under their own brand; or
  • Import EEE into the UK.
“Distributors”, defined as those who sell EEE to household end-users.
What are the Main Obligations of those affected?Producers are required to:
  • Join a WEEE producer compliance scheme;
  • Report EEE placed on the market by category;
  • Finance the treatment & recovery of WEEE.
Distributors are required to aid in the collection of WEEE from consumers by:
  • Offering to accept WEEE in store on a one-for-one and/or like-for-like basis; or
  • Contributing to a collective fund for the upgrade of local authority Designated Collection Facilities (DCFs).

The LawThe Waste Batteries and Accumulators Regulations 2009.
 
What are the Objectives?To improve the environmental performance of batteries & accumulators, as well as the activities of all economic operators involved in the life cycle of batteries & accumulators
Who is Affected?“Producers”, defined as those who:
  • Place batteries, including those incorporated into appliances or vehicles, on the market for the first time.
“Distributors”, defined as those who:
  • Sell (more than 32kg per year per outlet) of batteries to end-users.
What are the Main Obligations of those affected?Producers are required to:
  • Join a battery producer compliance scheme (unless the place less than 1 tonne per year onto the market)
  • Report batteries placed on the market by chemistry
  • Finance the collection and recycling batteries.
Distributors are required to provide free in-store battery take-back facilities for the public.
