Beijing Olympics 2008 - Important changes to Chinese Customs Regulations
Please note that the Chinese authorities are increasing the security requirements for all imported and exported materials to and from China with effect immediately and anticipated until the end of the Beijing Olympic Games at end of September 2008.
Four critical areas that the authorities will pay specific attention to during this period are:
For shipments to China, the following increased security arrangements will apply:
The Chinese authorities have increased inbound inspection rates to 100% and will impose strict penalties for non-compliance, up to and including suspension of operating licenses.
It is DHL's aim to assist the security arrangements of the Chinese authorities wherever practical and maintain an effective business operation through to the completion of the 2008 Beijing Olympic Games. In order to ensure effective management during this period, DHL China has established an Olympic Control team to coordinate contingency management and regulatory control.
* Personal mail is acceptable as dutiable parcel only for foreign students, foreign tourist or chief representative who can provide non Chinese passport.
** A published document that communicates the hazardous properties, harmful effects, dangerous goods classification, precautionary measures in handling, transporting , storage and basic remedy response for an article, substance or mixture.

- Prohibited Items - Ammunition, explosives, drugs/narcotics, extremism propaganda materials (flag, banner, brochure, T-shirt), wireless communication equipments, satellite dishes.
- Dangerous Goods - Class 1: Explosives, Class 2: Gases, Class 3: Flammable Liquid, Class 4: Flammable Solids, Class 5: Oxidizing Substances, Class 6: Toxic/Infectious Substances, Class 7: Radioactive, Class 8: Corrosives
- Hidden / Suspect Dangerous Goods - Aircraft parts, automobile parts, medical supply/equipment, bio-chemicals, refrigerators, samples (including medical samples) for testing, cosmetics, drilling and mining equipment, perfume, engine parts, pharmaceuticals, machinery and electrical equipment, unknown liquids/ gels/ powders/ ointment/metal, sealed container with unknown liquid/air inside.
- Shipments addressed to the Chinese Government and Olympic organisations
For shipments to China, the following increased security arrangements will apply:
- Increased screening and inspection on all shipments to China.
- Accurate Air Waybill, Invoice and physical goods descriptions.
- Without exception, no acceptance of Dangerous Goods or China Prohibited items (Animal skins, Antiques, Furs, Gambling devices, Ivory, Jewellery, Military equipment, perishables, personal mail*, precious metals and stones, Radar equipment (transmitters/receivers), Weapons including dagger and sword or incorrectly placed Dangerous Goods labels on non-Dangerous Goods boxes.
- Provision of Full Material Safety Data Sheets** for liquids, gels, chemicals, bio products, metal and powder.
